It's always been possible for the Doctor to change gender as far as I know. the Doctor changes identity periodically through a transformation known as 'regeneration'.
Show-wise, It's been on the cards for a while that the BBC might one day hire a female actor to play the role, and with the new series showrunner team that has previously worked with the actress (Jodie Whittaker) who now plays the 13th Doctor, it's all working out quite well so far
