He seems overall normal, but very curiously he has pale hands and is pale on the front of his neck, but the back of his neck is pink. I've never seen a mismatch like this. Overstock parts?

I don't think that it is over stock parts. I take it that over stock parts as errors or unused parts never packaged for sale. I think it is probably a different paint mix from factory.

Pretty common in Luke farm boy to have one where the color of the head/face isn't the same as the hands and neck. For whatever reason, discoloration occurs quite frequently in this figures paint and plastic.
